Cutting earmark funding for pet projects has always been a desire of Sen McCain, why he voted against the DHL deal was because of projects attached to the bill for funding pork projects. It is really hard to say how much could be saved if this was stopped but would be a substantial amount. I happen to think a line item veto is the way to go and allow the President to cut things out of a bill or the budget such as bear research, cow gas research, and so on. If it is a worthwhile project then Congress could over ride and get the money independently. Every military spending bill will have many amendments attached because if some one votes against it they are anti-military (used by both parties).
